Qualifying Small Enterprises (QSE)
What is a Qualifying Small Enterprise?
Qualifying Small Enterprises are small and medium-sized enterprises (SMEs) that have an annual *turnover ranging from R10-million to R50-million. QSEs must adhere to all five elements of B-BBEE, as specified in their respective industry codes.
QSE Levels and Scorecard
Qualifying Small Enterprises that have 100% black ownership are classified as B-BBEE Level 1, benefiting from a procurement recognition of 135%. A sworn affidavit is required for this classification.
In contrast, QSEs that have less than 100% black ownership, but more than 51%, qualify for B-BBEE Level 2 and receive a procurement recognition of 125%. A sworn affidavit is also required for this classification.
For QSEs with less than 51% black ownership, their B-BBEE status must be assessed according to the relevant industry codes.
